Welcome to the online home of the 452d Operational Contracting Office. The 452d Air Mobility Wing is the host wing at March Air Reserve Base. Our office manages all contracts for minor construction, services, supplies and other base day-to-day operational support requirements.

Before small businesses and vendors can do business with March, they must be registered with SAM. We look forward to working with you.

tabSolicitation policies 
In the past five years, March has consistently awarded 90 percent of its contracts to small businesses. To ensure fair business practices, the 452nd Contracting Office does not invite or hold meetings with any vendor. Do not attempt to contact a March employee or squadron outside the federal business process.

Most of the supplies for the base are purchased with government purchase cards though mandatory sources such as UNICOR and GSA. If you would like to do business with any of these organizations, visit their websites for more information.

If you are a DOD vendor and would like to submit your capability statement to our office, send it as an attachment to the director of contracts (matthew.stern.2@us.af.mil).

In summary, active duty, Reserve, National Guard and retired service members are not permitted to enter a military installation to "gain access to DOD for the purpose of soliciting or making appointments with or soliciting military or DOD civilian personnel during their normally scheduled duty hours."

If you are a small business and want to do business with the federal government, there are several steps you must complete before approaching an Air Force base's contracting office.

1.  Register at the System of Award Management.

2.  You will need a DUNS code and NAICS code to complete the ORCA (on-line representation and certification application). The CCR website and your completed CCR registration should help you locate your appropriate codes. 

Once you have completed these steps, you are ready to bid on federal contracts.  Most of March ARB contract requirements are posted on the GSA website. Contract requirements that are not available in GSA or other government mandatory sources of more than $25,000 are listed on the FBO website.  Contracts of $3,000-$25,000 are listed here. 

If you need help with these steps, contact the Small Business Administration Office in your area.  The SBA website will help you find the closest office.  Additional resources are available online at the Air Force Small Business Learning Center.
